Palaka, the "ice cream man", is a dealer working for Freddy who cheats Butchie out of his lid of heroin. He's not very bright; watching Palaka tape his injured wrist with duct tape, Freddy says, "Explain to me the difference between you and a monkey in a tree."
In "His Visit: Day Two Continued", Palaka meets up with Freddy in the parking lot outside Mercy Hospital, and helps to chase the reporters away.

Freddy's henchman tackles the boss's most menial and dicey errands while rambling observations so dim they occasionally elevate him to profundity. What he lacks in wit, however, he surpasses with loyalty.
